Bureau Veritas Attends Groundbreaking Ceremony for $100 million Project at Fort Bliss

On July 17, Bureau Veritas employees attended the groundbreaking for Freedom Crossing at Fort Bliss, the first shopping center to be built on a U.S. military base. Bureau Veritas has teamed up with the Army & Air Force Exchange Service (AAFES) and ServiceStar Development Company to provide plan review and inspection services for the $100 million project consisting of 546,915 square feet of retail, restaurant and entertainment space catering to the military population of El Paso’s Fort Bliss.

“With the addition of the Freedom Crossing at Fort Bliss project, Bureau Veritas continues to maintain its presence in the military community, providing building safety services on projects at more than fifteen military bases nationwide,” said Van Tran, Vice President. “We are proud to have the opportunity to assist AAFES and ServiceStar on this monumental project.”

Scheduled to open in the fall of 2010, this retail development will serve the Fort Bliss community, including over 108,000 active military personnel, retirees, and their family members. Additionally, Freedom Crossing at Fort Bliss is serving as the model for other proposed retail developments at military installations in Washington and San Antonio, TX.

Bureau Veritas Employee Receives Master Code Professional Certification

On July 23, Ken Huston received the Master Code Professional designation from the International Code Council (ICC.) Of the many thousands certified by ICC throughout the world, fewer than 500 have achieved this distinction.

“We are very proud of Ken becoming an MCP,” said Van Tran, Vice President.  “Ken’s achievement brings the total of Master Code Professionals in the CCPWS Central and East Regions to fifteen, which further enhances our reputation as providing unparalleled expertise in the building safety industry.”

Earning the MCP requires successful completion of an extensive series of objective and written examinations. Many of the examination credits are from core certifications, while the remaining credits are electives selected from a variety of areas such as Fire Inspector, Commercial Energy Inspector, Electrical Plans Examiner, and others.  The MCP designation is the highest level of certification the Code Council has to offer, and has become the gold standard for demonstrating proficiency in the building and fire safety profession.

Bureau Veritas Employee Elected to Pennsylvania Association of Building Code Officials

On June 23, 2009, Bill Kulbacki, BCO, MCP, was elected to the Pennsylvania Association of Building Code Officials (PABCO) Board of Directors for a one-year term.  In addition, Todd Meltsch, BCO, completed two consecutive two-year terms on the PABCO Board of Directors.

Mr. Kulbacki is Manager for BV’s Western Pennsylvania region.  In his 33-plus years of working in the building and construction industry, he has gained valuable experience in all aspects and disciplines of both the construction industry and Pennsylvania Uniform Construction Code enforcement operations.  Mr. Kulbacki is the only new member employed with a third party agency elected to the Board of Directors, and previously served on PABCO’s Government Affairs Committee for four years. He, along with the rest of the Board, will meet with government officials serving in the Pennsylvania Legislature regarding code changes and what will best serve all code officials in the Commonwealth of Pennsylvania.

Mr. Meltsch works in BV’s Southern Pennsylvania region, and has over 20 years of experience in the building and construction industry.  He served on the PABCO Board of Directors from 2005 – 2009 as a representative for the Pennsylvania Association of Code Officials (PACO,) and is currently a member of PABCO’s Code Change Committee.

The PABCO Board of Directors is comprised of 15 members, 7 of which are municipal directors, 7 of which are third party agency directors and 1 of which is an at-large director.  Terms are staggered for 1, 2 and 3 years, in order to assure that there will always be a blend of experienced and new directors on the board at any given point in time.

The Pennsylvania Association of Building Code Officials is an organization dedicated to serving the interests of those involved in residential and commercial code administration and enforcement in Pennsylvania.  They provide comprehensive information on legislation, legislative affairs, regulation development and regulatory reform for building code-related issues in Pennsylvania.
