BOEMRE SEMS Subpart S

The BOEMRE is making the American Petroleum Institute’s (API) Recommended Practice for development of a Safety and Environmental Management Program (SEMS) for Offshore operations and Facilities (API RP 75) a mandatory practice for Outer Continental Shelf (OCS) operations.

This final rule, entitled BOEMRE SEMS Subpart S requires operators (a lessee, the owner or holder of operating rights, or the designated operator) to integrate comprehensive SEMS programs, making them accountable for the overall safety of their offshore facilities. Included in this accountability is the need to ensure that all contractors and subcontractors have safety policies and procedures in place that support the implementation of the operator’s SEMS program.

Outer continental Shelf (OCS) oil and gas and sulphur Operations and facilities under BOEMRE jurisdiction including: drilling, production, construction, well workover, well completion, well servicing, and DOI pipeline activities.
