Recent offshore drilling disasters have brought to the public’s attention the need for more stringent requirements on oil and gas companies in order to protect human life and our environmental ecosystem. Through two agencies, the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE), the United States has established new Safety and Environmental Management Systems (SEMS) regulations for the offshore oil and gas industry.
SEMS: Safety & Environmental Management Systems
The American Petroleum Institute (API) originally introduced RP 75 as a recommended practice for operators in the early 1990s. It was later incorporated into federal regulations by the BSEE because it provides a strong framework for companies’ Safety and Environmental Management Systems (SEMS). Now, in an effort to further improve the safety and environmental impact of operations, U.S. authorities have mandated its implementation to all oil and gas actors in the outer continental shelf and require monitoring through successful completion of an independent third-party audit. Bureau Veritas Certification is fully accredited by the API Center for Offshore Safety (COS) to perform management system audits against the API RP 75 SEMS standard.
In support of the ultimate goal to improve safety and environmental performance, there are four principal objectives the BSEE hopes to achieve through implementation of SEMS programs:
1. Focus attention on the influences that human error and poor organization have on accidents
2. Encourage continuous improvement in the offshore industry’s safety and environmental performance
3. Encourage the use of performance-based metrics and operations
4. Collaborate with industry to promote the public interest and encourage stakeholder engagement
